Glenn S. Gerstell joins BGS as Senior Advisor. Prior to joining BGS, Mr. Gerstell served as general counsel for the National Security Agency (NSA) and the Central Security Service (CSS) from 2015 to 2020. He has written and spoken extensively on issues at the intersection of technology and national security. Prior to joining the NSA, Mr. Gerstell practiced law for nearly 40 years with the international law firm Milbank, LLP, where he focused on the global telecommunications industry, and served as Managing Partner of firm law firm. washington d.c., Singaporeand hong kong desks. Mr. Gerstell has served on the Presidential Advisory Council on National Infrastructure, which reports to the President and Secretary of Homeland Security on security threats to national infrastructure, as well as the District Homeland Security Commission of Columbia. Graduated from New York University and Colombia University School of Law, Mr. Gerstell is Senior Advisor (non-resident) of the International Security Program at the Center for Strategic and International Studies (CSIS), serves on the committee on the future of encryption for the National Academies of Sciences, the engineering and medicine and is an elected fellow of the American Academy of Diplomacy and a fellow of the Council on Foreign Relations. He is a recipient of the National Intelligence Distinguished Service Medal, the Secretary of Defense Medal for Exceptional Civilian Service, and the NSA Distinguished Civilian Service Medal.

Groen (US Marine Corps, Ret.) served more than 36 years in the US military, culminating his career as director of the Joint Artificial Intelligence Center (JAIC), where he led combat process transformation and departments of the United States thanks to the integration of Artificial Intelligence. Prior to his role at the JAIC, he served in the intelligence community through multiple postings. He served in the National Security Agency, overseeing computer network operations, and as Director of Joint Chiefs of Staff Intelligence (JSJ2), working closely with the Chairman of the Joint Chiefs of Staff. Paul Kilbride joins BGS as Vice President. Prior to joining Beacon, Mr. Kilbride served as a professional staff member for the House of Representatives Appropriations Committee – Defense Subcommittee (HAC-D). In this role, he was responsible for overseeing a portfolio including the Defense Intelligence Agency (DIA), the National Geospatial-intelligence Agency (NGA), the Defense Counterintelligence and Security Agency, and the Military Intelligence Program (MIP). Prior to joining HAC-D, Mr. Kilbride served as a Senior Program Examiner in the Intelligence Programs Directorate of the National Security Division of the Office of Management and Budget (OMB) at House White. From 2012 to 2018, he oversaw all aspects of the Central Intelligence Agency (CIA) budget and, prior to that, was responsible for oversight of the DIA and MIP. Mr. Kilbride began his public service career at OMB in 2008 with the Directorate of Homeland Security, where he oversaw the Federal Emergency Management Agency – to include disaster response, preparation and continuity of government activities. He graduated from the University of Pittsburgh holds a Bachelor of Science in Chemistry and earned her Masters in Public Policy from the University of Chicago Harris School.

Louis Lauter joins BGS as Vice President. Mr. Lauter joins BGS from the position of Acting Assistant Secretary of Defense for Legislative Affairs, where he advised the Secretary of Defense on all legislative matters, supported the confirmation of political appointments, and managed the engagement of the Congress across the Department of Defense. Previously, Mr. Lauter served in the Obama administration in the Office of the Assistant Secretary of Defense for Legislative Affairs from 2015 to 2017 as Acting Principal Deputy Assistant Secretary of Defense for Legislative Affairs and Team Leader for acquisitions, technology and logistics. Prior to joining the Department of Defense, he served as vice president for congressional and government affairs at CSIS, where he led the think tank’s outreach to Congress. Prior to joining CSIS, Mr. Lauter worked for Senator Patty Murray (D-WA) then for Representative Rick Larsen (D-WA) where he led the congressman’s work on the House Armed Services Committee and the U.S.-China Task Force. Mr. Lauter is a senior associate (non-resident) at CSIS. He holds a master’s degree in international public policy from the University Johns Hopkins School of Advanced International Studies and a bachelor’s degree in political science from the University of Washington. Mr. Lauter received both the Department of Defense Medal for Distinguished Public Service and the Secretary of Defense Medal for Outstanding Public Service.
